From the Washington Post:

The Army Corps of Engineers learned that the levee had broken early Monday even as the storm hit, but it was impossible to do anything about it before lake water cascaded unimpeded into the below-sea-level city for 36 hours, turning a really bad storm into an unimaginable abomination. There was no public announcement that the levee had broken until late Monday.

So, the Corps of Engineers, a segment of the U.S. Army, knew that the levy had broken as the Hurrican came ashore, directly contradicts the head of Homeland Security, Michael Chertoff's statement on Meet the Press (9/4/05):

"Well, I think if you look at what actually happened, I remember on Tuesday morning picking up newspapers and I saw headlines, ìNew Orleans Dodged the Bullet.î Because if you recall, the storm moved to the east and then continued on and appeared to pass with considerable damage but nothing worse. It was on Tuesday that the levee ó may have been overnight Monday to Tuesday ó that the levee started to break. And it was midday Tuesday that I became aware of the fact that there was no possibility of plugging the gap and that essentially the lake was going to start to drain into the city. I think that second catastrophe really caught everybody by surprise.

Further proof of this administration trying to avoid blame, like they've done for the past 5 years. Shift the blame, promote those who are incompetent, fail the American public.
