Why has Justice Thomas at the Supreme Court accepted over $42,000 in gifts over the past 5 years?

Here's an interesting article outlining the gifts that our Supreme Court Justice's have received over the past few years. Clarence Thomas seems to have no problem whatsover accepting a bust of President Lincoln valued at $15,000.
Is accepting this amount of gifts ethical? And why has the amount Thomas has accepted (David Souter accepted ZERO gifts in this same time frame) so much greater than all the rest?
